The Ithaca Police Department has arrested a city resident after a disturbing incident involving a teenage girl near DeWitt Park.
On Thursday night at around 9:30, officers responded to a harassment complaint in the 400 block of N. Cayuga Street. A 17-year-old girl reported being followed from DeWitt Park by an unknown man, who then physically menaced and harassed her. The teen was able to escape and reach safety.
Police quickly located and arrested the suspect, identified as 40-year-old Justin Carl of Ithaca. Carl has been charged with criminal obstruction of breathing, third-degree menacing, and fourth-degree stalking.
