A 13-year veteran of the Geneva City Police Department resigned Wednesday morning after being arrested on a felony charge of criminal possession of a controlled substance.
According to Ontario County Sheriff David Cirencione, during the week of April 21st, the Ontario County Sheriff’s Office Special Investigations Division received intelligence that a Geneva City Police Officer potentially sold a controlled substance to another person at Geneva Foreign and Sports on Route 14 in the Town of Geneva. The transaction was alleged to have occurred while the police officer was on duty, in uniform, and operating a marked police vehicle.
Cirencione said that upon receipt of this information, an investigation was immediately commenced. Based on information gathered in the initial days of this investigation, multiple search warrants were executed in the city and town of Geneva on April 30th.
“Based on the totality of evidence and information obtained since the start of this investigation, Sheriff’s Investigators obtained significant probable cause that the officer provided Dextroamp-amphetamine, a form of Adderall, to another person,” said Sheriff Cirencione. Dextroamp-amphetamine is a Schedule II controlled substance, requiring a prescription.
41-year-old Michael Tapscott was arrested Wednesday morning on one count of Criminal Sale of a Controlled Substance, a Class D Felony, and one count of Official Misconduct, a misdemeanor.
Tapscott was released following his arraignment and will appear in Geneva Town Court at a later date.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
