Elmira Names Tim Overly as New Fire Chief

The City of Elmira has appointed Tim Overly as the new Fire Chief of the Elmira Fire Department.

City Manager P. Michael Collins announced the appointment, which took effect on Monday

Overly brings more than 27 years of experience with the Elmira Fire Department, where he previously served as Deputy Chief before retiring in August 2022.

Since his retirement, Overly has remained active in the fire service. He recently served as an Apparatus Operator and EMT with the Big Flats Volunteer Fire Department and has worked as a State Fire Instructor. He also currently serves as the Deputy Fire Coordinator for Chemung County, a role he has held since May 2025.

Overly replaces former Fire Chief Andrew Mallow, who retired on March 20.

A swearing-in ceremony for Overly was scheduled for Monday afternoon at Fire Headquarters.

Overly lives in Van Etten with his wife, Tami. The couple has three children and two grandchildren.
