Elmira Man Arrested For October Burglary

On Thursday, the New York State Police at Horseheads arrested Arthur Barrett, 59, of Elmira, following a lengthy burglary investigation in the town of Ashland.

The investigation began on October 15, 2025, when troopers responded to a seasonal residence on Toe Path Road in Lowman for a reported break-in. Authorities determined that multiple items had been forcibly stolen from the property. The New York State Police Bureau of Criminal Investigation collected evidence from the scene for forensic analysis.

On February 20, 2026, investigators were notified of a DNA match through the New York State DNA Index System identifying Barrett as a contributor to the evidence recovered at the seasonal home. Further investigation revealed that Barrett had allegedly been found inside the same residence during a separate incident in December 2025.

State Police located Barrett on Thursday at a homeless encampment on Lackawanna Trail in Elmira. He was taken into custody without incident and charged with Burglary in the Third Degree, a class D felony.

Barrett was arraigned in the Town of Ashland Court and released on his own recognizance. He is scheduled to return to court on April 21, 2026.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
