An undercover operation by State Police in Cayuga County has led to the arrest of a New York City man.
On February 12, Troopers based out of Auburn, along with the Bureau of Criminal Investigation, arrested Xueyu Luo following an undercover operation in the town of Brutus. Luo was charged with Criminal Possession of a Controlled Substance in the Fourth Degree and Attempted Grand Larceny in the Third Degree.
His arrest stems from a fraud complaint reported on February 11 by a Weedsport resident who was scammed out of $18,500 by an individual posing as a “Microsoft” employee. The victim was allegedly instructed to wire funds and was later directed to prepare an additional $22,400 in cash for pickup at his residence.
Through coordinated investigative efforts, State Police orchestrated a controlled operation at the victim’s residence. At approximately 4:19 p.m. last Thursday, Luo arrived at the location operating a 2018 Jeep Grand Cherokee and approached the residence to retrieve what he believed to be a package containing the cash. Troopers immediately took Luo into custody without incident.
During a search, troopers allegedly located approximately eight grams of a substance that field-tested positive for Ketamine on Luo’s person, along with additional suspected Ketamine inside the vehicle.
Luo was processed at State Police Auburn and transported to the Cayuga County Jail for centralized arraignment.
The New York State Police remind the public that legitimate companies, including Microsoft or financial institutions, will not request wire transfers or in-person cash pickups to resolve account issues.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
