Cayuga County Sex Offender Charged With Failing to Register

A registered sex offender has been charged after investigators determined he failed to update his address as required by state law, according to the Cayuga County Sheriff’s Office.

Sheriff’s deputies said they received a tip on Dec. 6 indicating that 36-year-old Stephen Kennedy of Waterloo was no longer living at his registered address. An investigation found Kennedy had moved from the residence in October without registering a new address, as required under the New York State Sex Offender Registration Act.

A warrant was issued for Kennedy’s arrest, and he was taken into custody by the Seneca Falls Police Department on Jan. 14 before being turned over to the sheriff’s office.

Kennedy was arraigned and is currently being held at the Cayuga County Jail on $10,000 cash bail or $20,000 bond.

Authorities said Kennedy is classified as a Level 1 sex offender, which means he does not appear on the state Division of Criminal Justice Services’ public registry. Additional details about his underlying conviction were not immediately available, and the sheriff’s office said further information has been requested.
