Phelps Supervisor Elected Chair of Ontario County Legislature

Phelps Town Supervisor Bill Wellman is now chair of the County Board of Supervisors for 2026.

Wellman, a Republican, was elected last week with 20 of 21 votes. Canandaigua City Supervisor David Baker cast the only no vote. The new chair says his focus will be on maintaining a stable electrical grid, promoting affordable housing, supporting seniors, and prioritizing public safety, all while being mindful of taxpayer dollars.

Wellman was elected as Phelps Town Supervisor in January 2025. Prior to the election, Bill was appointed to the position by the Phelps Town Board for 2024, and has served on the Board since Autumn 2017.

Bill and his family are lifelong residents of the Phelps-Clifton Springs area. After graduating from Midlakes High School in 1989, he continued on to Finger Lakes Community College and then SUNY Brockport, where he earned a bachelor’s degree in Criminal Justice. In 1994, he began a law enforcement career with the Village of Clifton Spring Police Department before transferring to the Ontario County Sheriff’s Office in 1996. During that time, he had various assignments within the Sheriff’s Office, including School Resource Officer at Midlakes, before being promoted to the rank of Criminal Investigator. Now retired from his law enforcement career, Bill lives in Clifton Springs with his wife Allison and three children.
