Ithaca Awarded Perfect Score On LGBTQ+ Equality Index

The City of Ithaca has earned a perfect score of 100 on the Human Rights Campaign Foundation’s 2025 Municipal Equality Index, placing it among just nine cities in New York state to receive the top rating.

The Municipal Equality Index assesses the inclusivity of municipal laws, policies, and services for LGBTQ+ residents in cities and towns across the nation. Scores are based on criteria such as nondiscrimination protections, equitable city services, and efforts to foster an inclusive community.

The recognition reflects years of policy work and collaboration aimed at supporting LGBTQ+ residents, city officials said.

“As a community, we should be proud of the progress reflected in this year’s Municipal Equality Index score,” said Gregg Houck, the city’s youth bureau director and LGBTQ+ community liaison. “It’s a meaningful acknowledgment of the policies, partnerships, and daily commitments that make Ithaca a place where LGBTQ+ residents can feel seen and supported.”

Houck added that the score should not be viewed as an endpoint.

“This score is not a finish line,” he said. “It’s a reminder that equity is lived work—requiring ongoing reflection, investment, and a willingness to grow.”

The Human Rights Campaign Foundation’s Municipal Equality Index is released annually and compares cities across the country on their commitment to equality and inclusion. Ithaca’s full 2025 scorecard is available here.

City officials said they plan to continue building on existing policies to ensure services and programs remain accessible and inclusive for all residents.
