A former Mid-State Correctional Facility guard previously involved in a cover-up of an inmate’s fatal beating is now facing new criminal charges in a separate case, according to New York State Police.
49-year-old Joshua Bartlett, of Utica, was arrested on December 1 following an investigation that investigators described as months-long. He is accused of sexually assaulting a woman. He has been indicted on three counts of first-degree sexual abuse, a Class D felony, and three counts of forcible touching, a Class A misdemeanor.
State Police began investigating in June 2025 after receiving a report of a possible sexual assault. The case was handled by the Marcy Bureau of Criminal Investigation, working with the Oneida County District Attorney’s Office. Evidence was presented to a county grand jury, which issued the indictment.
Following the warrant, Bartlett was located by State Police investigators, the Troop D Violent Felony Warrant Squad, and the Oneida County Sheriff’s Warrants Unit. He was taken into custody without incident.
Bartlett was arraigned in Oneida County Court and sent to the county jail on $100,000 cash bail, a $300,000 bond, or a $900,000 partially secured bond.
