Two Rochester brothers who operate a local fitness business were arrested this week on federal cocaine trafficking charges following a months-long investigation by state and federal authorities.
According to the U.S. Attorney’s Office for the Western District of New York, 38-year-old Joel Rucci, and 41-year-old Andy Rucci, were charged by criminal complaint with conspiracy to possess with intent to distribute, and to distribute, five kilograms or more of cocaine. The charge carries a potential maximum sentence of life in prison and a $20 million fine.
Prosecutors say the investigation began in January 2025, when New York State Police started looking into suspected drug trafficking involving Andy Rucci. Investigators allege that Andy was distributing large amounts of cocaine and fentanyl in the Rochester region, with his brother Joel acting as a partner. The two jointly own Vivus Fitness on Culver Road.
Authorities say the investigation included several controlled purchases of cocaine from Andy Rucci. On November 21, 2025, troopers conducted a traffic stop on Interstate 490 in Pittsford and reportedly found six kilogram-sized bricks of cocaine in a vehicle driven by Joel Rucci.
A search warrant executed the same day at a Mathews Street residence linked to the brothers resulted in the seizure of additional narcotics, including cocaine, fentanyl, ketamine, MDMA pills, cannabis, drug paraphernalia, and about $25,339 in cash.
Both brothers have prior drug-related convictions: Andy Rucci was convicted in federal court in 2007 on drug and firearm charges, while Joel Rucci has a previous drug conviction in New York State Court.
The case is being investigated by the New York State Police and the FBI. A criminal complaint is merely an accusation, and the defendants are presumed innocent unless and until proven guilty.
