New York Opens 500th Licensed Cannabis Dispensary in Rochester

New York State has reached a major milestone in its legal cannabis rollout with the opening of its 500th licensed adult-use dispensary, GreenComfort, located in Rochester.

The Office of Cannabis Management (OCM) confirmed the opening today, noting that the expanding number of licensed retailers reflects steady growth in the state’s regulated market. State officials say the increase in legal storefronts is helping steer consumers toward tested products while supporting local entrepreneurship.

Acting OCM Executive Director Felicia A.B. Reid said the continued rise in dispensary openings shows the industry is gaining momentum across the state. Cannabis Control Board Chair Jessica Garcia added that each licensed location represents compliance with state regulations and access to safer, vetted products for consumers.

Equity in licensing has been a central focus of New York’s cannabis rollout, and OCM officials say the 500-store milestone signals progress toward that goal. Chief Equity Officer Simone Washington said the agency aims to ensure equity remains measurable throughout the industry’s development.

GreenComfort CEO and General Manager Tim Tanavung said the team is honored to become the 500th licensed dispensary and hopes the new business will contribute positively to the Rochester community and the broader state market.

The milestone comes as New York continues expanding its regulated cannabis network, which state leaders say is key to reducing illicit sales and strengthening consumer protections.
