State Officials Warn About Health Insurance Scams as Open Enrollment Begins

New York Attorney General Letitia James and State Health Commissioner Dr. James McDonald are warning New Yorkers to be on alert for health insurance scams as the 2026 open enrollment period gets underway through the NY State of Health Marketplace.

Officials say scam activity often increases during open enrollment, with criminals posing as representatives from state agencies or health plans to steal personal information or money.

“As health care costs rise and federal support remains uncertain, access to affordable insurance is more important than ever,” said Attorney General James. “We can’t allow scammers to take advantage of New Yorkers. Anyone who suspects fraud should contact my office immediately.”

Dr. McDonald urged residents to be cautious, noting that fake websites and phone numbers are common. “It’s critical that New Yorkers protect their personal information and only use trusted sources when enrolling,” he said.

Open enrollment for Qualified Health Plans began November 1 and runs through December 15 for coverage starting January 1, 2026. Enrollment in public health programs like Medicaid, Child Health Plus, and the Essential Plan is open year-round, though participants must renew their coverage annually.

The Attorney General’s Office and the Department of Health outlined several common scam tactics, including:

  • Threats that your insurance will be canceled unless you pay immediately.
  • Phishing scams offering gift cards or money to “update” your account.
  • Fake fees to enroll or renew coverage — government agencies never charge for this.
  • Misleading websites that imitate the NY State of Health Marketplace.

Officials also emphasized that work requirements and other new restrictions under the “One Big Beautiful Bill” do not take effect until next year, and any messages claiming otherwise are likely fraudulent.

Consumers are reminded that there is only one official NY State of Health website: nystateofhealth.ny.gov. Free, certified assistance is available through the marketplace or by calling 1-855-355-5777.

Anyone who believes they have been targeted by a scam should report it to the Office of the Attorney General.
