A Horseheads man has been arrested following a joint investigation by New York State Police and the Elmira Police Department into allegations of sexual abuse involving multiple juvenile victims.
Investigators say 29-year-old Kenneth Morales was identified as a suspect after a series of forensic interviews conducted at the Chemung County Child Advocacy Center. The investigation, which began in August 2025, uncovered reports of historical sexual abuse in both Chemung and Schuyler counties.

Morales was taken into custody without incident on October 8 and charged with predatory sexual assault, a Class A-II felony. He was arraigned and sent to the Schuyler County Jail in lieu of $300,000 cash bail or $600,000 bond.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
