The Village will create a comprehensive land and water use program that defines a waterfront revitalization area along the Village’s Erie Canal waterfront, expresses a vision for that area, and describes the means to achieve it.

The Village of Newark has commenced the development of a Local Waterfront Revitalization Program (LWRP) to identify recreational, social, and economic development opportunities associated with the Erie Canal and waterfront areas in the Village. To ensure that the plan truly reflects the community’s needs and desires, there will be multiple opportunities for the public to provide input and insights related to the plan, starting with the pubic workshop and visioning survey.
The Village’s LWRP is supported with funding provided by the New York Department of State under Title 11 of the Environmental Protection Fund. The planning effort is being facilitated by a Waterfront Advisory Committee (WAC) consisting of local stakeholders including residents, business owners, County tourism representatives, regional recreational stakeholders, and Village officials. The Committee is currently in the process of inventorying assets, challenges, and opportunities along the Village’s waterfront.
In furtherance of the inventory and analysis phase of the planning effort, the WAC is planning a public workshop to be held at the Newark High School, 625 Pierson Ave, Large Group Instruction Room (Room 116) on October 20th from 4 pm to 8 pm. At this workshop, the WAC will be seeking feedback from those who reside, work, recreate, or do business in the Village. Specifically, the WAC wants to source ideas, concerns, potential challenges, and new opportunities related to the Village’s waterfront.

“The State’s LWRP is designed to assist communities in creating economic opportunities for locals and visitors to realize the benefits of waterways like the Erie Canal while ensuring that ecological conditions along the shorelines are enhanced and protected. The Village of Newark’s planning process began in January 2025 and is expected to take approximately five years to complete.
Once the LWRP implementation components are identified, the document can be adopted and the projects and opportunities in the plan become eligible and competitive for a range of state funding, including implementation dollars through the Department of State’s LWRP grant. Expanded access to the water, flood mitigation, water quality improvements, and recreational enhancements are all eligible expenses for future project funding.
