Steuben County Sheriff Jim Allard reports the arrest of 30-year-old Bethany Hapeman, of Campbell, following an investigation into alleged welfare fraud.
Authorities say Hapeman, between March 12 and June 30, 2025, submitted false documents to the Steuben County Department of Social Services and received $2,983 in benefits she was not eligible for.
Hapeman faces multiple charges, including:

Offering a False Instrument for Filing in the First Degree (Class E Felony)

Falsifying Business Records in the First Degree (Class E Felony)

Welfare Fraud in the Fourth Degree (Class E Felony)

Grand Larceny in the Fourth Degree (Class E Felony)
Hapeman was released on an appearance ticket and is scheduled to return to the Village of Bath Court.
The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
