The Wayne County Sheriff’s Office has arrested a Lyons man following an investigation into a reported sexual assault in Newark earlier this year.
Deputies say 38-year-old Matthew Hagar is accused of drugging and raping a female relative on January 21, 2025, at a residence in the Village of Newark. According to investigators, Hagar allegedly waited until the victim was unconscious before carrying out the assault.
Hagar has been charged with first-degree rape, first-degree incest, and predatory sexual assault.
Authorities say Hagar is a registered level 3 sex offender and is currently on probation for a 2022 conviction of committing a criminal sex act against a child.
He was transported to the Wayne County Jail, where he is being held pending arraignment in CAP Court.
The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
