The New York State Attorney General’s Office of Special Investigation (OSI) has released its report (full report below) on the October 2024 death of Allan Hoad, who was fatally shot following a standoff with law enforcement in Steuben County.
After a comprehensive investigation, OSI concluded that the use of deadly force by members of the Steuben County Sheriff’s Office (SCSO) and the City of Corning Police Department (CCPD) was legally justified, and no criminal charges will be filed.
The incident began in the early morning hours of October 21, 2024, when SCSO deputies responded to a 911 call requesting a welfare check on Hoad at a residence on Angel Road in Cameron. Upon arrival, Hoad fired a shotgun twice at officers, prompting a standoff that lasted 13 hours. Throughout the day, Hoad made repeated threats to kill law enforcement officers and others during conversations with 911 dispatchers and crisis negotiators.
At approximately 2 p.m., Hoad left the residence carrying a long gun and drove to another property on Swale Road. Officers blocked the road and attempted once more to de-escalate the situation. However, Hoad allegedly drove his vehicle in reverse toward officers, appearing to hold a handgun, and crashed into a patrol car. Officers then opened fire, striking Hoad, who later died at a local hospital.
A shotgun and three imitation pistols were recovered from Hoad’s vehicle at the scene.
According to OSI, under New York State law, officers are permitted to use deadly force if they reasonably believe it is necessary to defend themselves or others from deadly physical force. Based on the evidence — including body camera footage, drone video, officer statements, and witness interviews — the Attorney General’s office determined that it would not be possible to prove beyond a reasonable doubt that the officers’ actions were unjustified.
As a result, no criminal charges will be brought in the case.
