Couple Accused of Filming Acts of Child Abuse in Steuben County

Two people face multiple felony charges following a child abuse investigation in the village of Bath.

State Police say they were contacted on July 31 by Steuben County District Attorney Brooks Baker to assist in a case involving a victim under the age of four. Investigators say the alleged abuse happened on William Street in Bath.

Authorities say video evidence provided by the Chemung County District Attorney’s Office, originally recovered by Elmira Police during a separate child abuse investigation, appeared to show criminal acts in Bath.

As a result of the joint investigation, 24-year-old Justin Baker of Elmira was arrested August 8 in Bath. He is charged with enterprise corruption, multiple counts of second-degree assault, endangering the welfare of a child, and criminal solicitation.

On August 11, 27-year-old Caitlin Taft of Montour Falls was arrested in Bath on similar charges, including enterprise corruption, second-degree assault, intimidating a witness, and criminal obstruction of breathing.

Both were arraigned in Steuben County Court and sent to jail without bail.

The investigation is ongoing in coordination with Elmira Police and prosecutors in Chemung and Steuben counties.

The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
