Two audits recently released from the state comptroller’s office have found issues with one Steuben County school district.

Running from July 1, 2022, to January 28, 2025, the payroll audit sought to determine if district officials were accurately paying employees’ salaries and wages. After reviewing 35 employees’ salaries and wage payments, the audit found that officials generally paid employees accurately; however, they did not “adequately segregate duties or establish mitigating controls over payroll processing,” meaning errors or irregularities could go unnoticed.

The procurement audit ran from July 1, 2022, to February 20, 2025. The audit’s objective was to determine if the district was making procurements in accordance with statutory requirements and district policies.

The audit found that officials did not always procure goods and services in accordance with statutory requirements or procurement policies. Furthermore, officials are accused of not developing procurement procedures for goods and services not subject to competitive bidding laws as required by the district’s procurement policy.

The audit claims this means taxpayers cannot be assured in the most prudent manner.

In both cases, the comptroller’s office made corrective recommendations to which district officials generally agreed.
