A Penn Yan man was arrested by Penn Yan Police on a harassment charge.
Cory Scotchmer is accused of starting a physical altercation with another person and subjecting that person to unwanted phyiscal contact.
Scotchmer was released on an appearance ticket for Penn Yan Village Court.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
