    IMPACTS
    The dangerously cold wind chills as low as 15 to 25 below zero could cause frostbite on exposed skin in as little as 30 minutes.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves. Keep pets indoors as much as possible. Make frequent checks on older family, friends, and neighbors. Ensure portable heaters are used correctly. Do not use generators or grills inside.

    Heavy snow expected. Total snow accumulations between 12 and 18 inches.

    From 1 AM Sunday to 7 PM EST Monday.
    IMPACTS
    Travel could be very difficult to impossible. The hazardous conditions can impact travel on Sunday along with the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snow will overspread Northeast PA and the New York Southern Tier before daybreak Sunday morning, moving north to the I-90 corridor by the mid-morning hours on Sunday. At this time, the heaviest snowfall is forecast to be from south-central NY and areas southward into Northeast PA and the Catskills. However, further adjustments to the storm track are possible. Snowfall could be very heavy at times Sunday through Sunday night with hourly rates exceeding 2 inches per hour.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

Governor Releases Statement on Sam Nordquist’s Murder

Governor Kathy Hochul released a statement over the weekend regarding the death of Sam Nordquist, the transgender man whose body was found in Yates County last week after being reported missing earlier this month.

“Late last week, the New York State Police and local law enforcement announced the arrest of five individuals in connection to the horrific and brutal killing of Sam Nordquist. The charges against these individuals are sickening and all New Yorkers should join together to condemn this horrific act. We are praying for Sam Nordquist’s family, community and loved ones who are experiencing unimaginable grief.”

“I have directed State Police to provide any and all support and resources to the District Attorney as they continue their investigation, including into whether this was a hate crime***. Additionally, the New York State Office of Victim Services at my direction has contacted local officials to connect the victim’s family with services and support. I have also directed the New York State Division of Human Rights Hate and Bias Prevention Unit to offer assistance and support to all community members affected by this terrible act of violence. There must be justice for Sam Nordquist.”

***This statement was released prior to the Ontario County District Attorney’s Office announcement that there is no evidence of a Hate Crime

38-year-old Precious Arzguaga, of Canandaigua, 30-year-old Jennifer Quijano, of Geneva, 19-year-old Emily Motyka, of Lima, 30-year-old Patrick Goodwin, of Canandaigua, and 33-year-old Kyle Sage, of Rochester, have each been charged with second-degree murder, depraved indifference.
