    Heavy snow expected. Total snow accumulations between 12 and 18 inches, with localized amounts up to 22 inches. Northwest winds gusting as high as 35 mph Monday afternoon will cause areas of blowing and drifting snow.

    Portions of central New York and northeast Pennsylvania.

    From 1 AM Sunday to 7 PM EST Monday.
    IMPACTS
    Travel could be very difficult to impossible. The hazardous conditions could impact the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snow will overspread Northeast PA and the New York Southern Tier between 4 AM and 7 AM Sunday morning, moving north to the I-90 corridor by the mid-morning hours on Sunday. At this time, the heaviest snowfall is forecast to fall across the northern tier of Northeast PA, Catskills and Susquehanna region of NY. However, minor adjustments to storm total snowfall are still possible. Snowfall will likely be very heavy at times Sunday afternoon into Sunday evening with hourly rates exceeding 2 to 3 inches per hour. The snow tapers down, becoming light to moderate after midnight Sunday night into Monday morning. Occasional light snow and blowing snow then continue into Monday afternoon. Temperatures will be very cold throughout this storm, hovering in the upper single digits to teens the entire time, with colder wind chills.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel if possible. If travel is absolutely necessary, drive with extreme caution and be prepared for sudden changes in visibility. Leave plenty of room between you and the motorist ahead of you, and allow extra time to reach your destination. Avoid sudden braking or acceleration, and be especially cautious on hills or when making turns. Make sure your car is winterized and in good working order.

Southern Tier Man Accused of Stabbing Another Person

A Southern Tier man has been charged with felony assault after he allegedly stabbed another person over the weekend.

According to State Police, on Friday at approximately 10:07 p.m., New York State Police at Owego and Tioga County Sheriff’s Deputies were dispatched by the Tioga 911 Center to 1498 Halsey Valley Road in the town of Tioga for dispute that resulted in a stabbing. A male victim was located on Gilkie Hill Road with an apparent stab wound to the abdomen. A Trooper rendered aid on scene until EMT’s arrived. The victim was transported by Tioga Center EMS to Robert Packer Hospital to be treated for his injuries, he is expected to survive.

At about the same time, Tioga County Deputies and a Trooper responded to the scene on Halsey Valley Road and detained 25-year-old Izac Hammond, of Spencer. Hammond was transported to SP Owego where he was ultimately arrested and charged on Saturday with Assault in the second degree, a class “D” felony.

A further investigation revealed that Hammond had been involved in a domestic with a different victim at the same address just prior to the stabbing. Hammond is accused of getting into a physical altercation with a female victim and prevented the victim from leaving the residence while in the presence of a child. Hammond was additionally charged with the misdemeanors of Endangering the Welfare of a Child and Criminal Mischief in the fourth degree.

Hammond was processed and then transported to the Tioga County Correctional Facility for Centralized Arraignment where he was remanded to the Jail on $25,000 cash or $50,000 bond.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
