    Heavy snow expected. Total snow accumulations between 12 and 18 inches, with localized amounts up to 22 inches. Northwest winds gusting as high as 35 mph Monday afternoon will cause areas of blowing and drifting snow.

    Portions of central New York and northeast Pennsylvania.

    Until 7 PM EST Monday.
    IMPACTS
    Travel could be very difficult to impossible. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snowfall will likely be very heavy at times this afternoon into the evening with hourly rates potentially exceeding 2 inches per hour. The snow tapers down this evening. Temperatures will be very cold throughout this storm, hovering in the upper single digits to teens the entire time, with colder wind chills.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

Group of 14-Year-Olds Lead State Police on Chase in Stolen Car

Four 14-year-olds are facing criminal charges in Western New York after leading State Police on a car chase.

Shortly after three Sunday morning, Troopers out of Lockport observed a 2002 Toyota Camry fail to stop at a stop sign at Ohio Street and West Ave in Lockport. Troopers attempted to conduct a traffic stop and the Toyota failed to comply. Troopers initiated a pursuit. The Toyota struck a fence off Vine Street and the vehicle came to rest. All four teens fled on foot from the vehicle.

Troopers with the assistance of Lockport Police Department and Niagara County Sheriff’s Office located and arrested all the suspects in the area.

The Toyota had been recently stolen, the owner did not know the vehicle was taken. The Toyota was unlocked with the keys in the vehicle.

All four of the 14-year-olds were charged with criminal possession of stolen property and two were charged with resisting arrest.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
