A Prattsburgh man has a court date in the village of Penn Yan after he allegedly gave a person under the age of 18 a tattoo.
The investigation into Richard Ingram, Junior started after Penn Yan Police received a tip from the Yates County Department of Social Services that a juvenile under the age of 18 had received a tattoo from Ingram at his tattoo shop. Police allege that Ingram failed to check the ID of the juvenile. Ingram admitted to police he completed the tattoo in early August and he turned himself in to police at the beginning of this month.
Ingram was charged with unlawfully dealing with a child and was released on an appearance ticket.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
