Penn Yan Police ticketed a 24-year-old Penn Yan woman following a traffic stop on Lake Street.
A check of Katlin Wells license showed it was allegedly suspended for failure to pay a fine. Wells was charged with aggravated unlicensed operation of a motor vehicle and for having inadequate headlights.
Wells will appear in Penn Yan Village Court at a later date.
