    Heavy snow expected. Total snow accumulations of 8 to 12 inches in the Wyoming Valley with snowfall amounts of 12 to 18 inches across the northern Tier of PA and central New York. Localized amounts up to two feet possible in the Southern Tier of NY and northern Tier of PA eastward toward the Catskills. Snow may mix with or change to sleet for a time in the Wyoming Valley.

    IMPACTS
    Travel could be very difficult to impossible. The hazardous conditions can impact travel on Sunday along with the Monday morning and evening commutes.
    ADDITIONAL DETAILS
    Snow will overspread Northeast PA and the New York Southern Tier around daybreak Sunday morning, moving north to the I-90 corridor by the mid-morning hours on Sunday. At this time, the heaviest snowfall is forecast to be from south-central NY and areas along the NY/PA line. However, further adjustments to the storm track are possible. Snowfall could be very heavy at times Sunday afternoon into Sunday night with hourly rates exceeding 2 inches per hour.
    PRECAUTIONARY/PREPAREDNESS ACTIONS
    Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat. Persons should consider delaying all travel. Motorists should use extreme caution if travel is absolutely necessary.

Sales Tax Collections Up By 3% in July

Local sales tax collections in New York State grew by 3% in July compared to the same month in 2022, according to an analysis released Thursday by State Comptroller Thomas DiNapoli. Overall, local collections totaled $1.82 billion, up $53.3 million compared to the same time last year.

“Local sales tax growth in July continued at a moderate pace, similar to growth rates from before the pandemic,” DiNapoli said. “This may be slower than some local officials anticipated after two years of more robust growth, making careful cash flow monitoring especially important.”

For July 2023 compared with July 2022:

  • New York City’s collections totaled $777 million, an increase of 0.2%, or $1.4 million.
  • County and city collections in the rest of the state totaled $935 million, an increase of 5%.
  • Nearly all (54 out of 57) counties experienced some year-over-year increase.
  • Lewis County experienced the strongest growth at 28.1%.
  • Orleans County had the largest decline at 12.1%.

These monthly sales tax collections are from the cash distributions made to counties and tax-imposing cities by the state Department of Taxation and Finance, and the amounts are based on estimates of what each municipality is due. In the third month of each calendar year quarter, these distributions are adjusted upward or downward, so that the quarter as a whole reflects reported sales by vendors. The next quarterly numbers (for July to September) will be available in October.
