Watkins Glen Police arrested a 65-year-old Montour Falls woman on petit larceny charges.
Betsy Heffernan is accused of leaving a store in the village without paying for merchandise. An investigation determined Heffernan never intended to pay the store for the goods and was subsequently charged.
Heffernan was released on an appearance ticket for Watkins Glen Village Court.
