If you’re a certain age, you doubtless remember the date June 23, 1972. That was the day of a flood in Elmira. Streets became rivers from some heavy rain from Hurricane Agnes, and the Chemung River overflowed.
Longtime Elmira residents tell WETM-TV the city was never the same again.
Experts say precautions were put in place after the flood to prevent it from happening again, but warn that a storm similar to Agnes may seriously tests their limits.
