A Penn Yan teenager is charged with felony DWI under Leandra’s Law following a traffic stop by village police.
William Rogers, the Third, was stopped for a traffic infraction. Officers detected the odor of marijuana coming from inside the car and believed Rogers was under the influence of an illicit substance. Rogers was placed through field sobriety tests, which according to police, he failed. The passenger in Rogers’ car was 15 year’s old. In addition to the Leandra’s Law violation, Rogers was charged with pot possession and failure to keep right.
He was issued appearance tickets.
