The investigation into a contractor scam by the Wayne County Sheriff’s Office has resulted in the arrest of a 22 year old Penfield man.
The investigation started in November when a Palmyra resident contacted the sheriff’s office regarding a contractor he hired to work on his building that never finished the job. The resident paid Ryan Frawley, who was operating under the business name “York Enterprise” more than 9-THOUSAND dollars to do the job. The victim claims Frawley never started the job and never reimbursed their money. Frawley was charged with grand larceny.
Last month, Frawley was arrested in Ontario County on a similar charge after he allegedly failed to perform work he was paid to do in the town of Victor.
