Palmesano: Cuomo Not Bold Enough on Tax Relief

Reaction to the Governor's Budget Message was hearts and flowers from Democrats, but a few thorns jabbed a point or two, here and there;  Assemblyman Phil Palmesano, whose district takes in Steuben, Schuyler, Yates, Seneca and half of Cayuga County, agrees that the way to turn around a sluggish Upstate economy is through tax relief, but Palmesano thinks, Cuomo didn't go far enough:

Palmesano applauded Cuomo's emphasis on education, but called on the governor to reform the "inequities" in the school aid formula that gives the wealthier downstate districts an educational advantage over the less wealthy upstate school districts.
