Confirmation came this afternoon that the Ontario County Humane Society, Phelps Police Department, Ontario County Probation and Child Protective Services conducted a joint investigation that led to the arrest of a Phelps woman August 31st for child endangerment and animal cruelty . The probe allegedly found unsanitary and uninhabitable conditions saying the home was filled with ” animal feces, urine, garbage and raw sewage. ”
33 year old Renee Mobley had 13 cats and 2 dogs in her home . A child reportedly lived there too . She was charged with 15 counts of Animal Cruelty and for having unlicensed and unvaccinated animals . In addition she was charged with Endangering the Welfare of a Child and Criminal Contempt. She will appear in Phelps Town Court at a later date to answer these charges. The house has been deemed uninhabitable by Phelps Code Enforcement. The animals are being evaluated .
