An incident Friday afternoon in the Knapp lot on Wagener Street in the village of Penn Yan led to the arrest of a 32 year old Penn Yan man.
Village police were called to the area for a report of a man being disorderly and causing alarm. Officers arrived to observe an alleged highly intoxicated Joshua Ralston attempting to engage another man into a fight. Ralston refused to cooperate with police and physically obstructed them from doing their duties during their investigation. After Ralston was taken into custody, he further refused to enter a patrol vehicle.
He was charged with two counts of disorderly conduct and one count of obstruction of governmental administration. Following his arraignment, Ralston was sent to Yates County Jail in lieu of bail.
